Tom has been the director of research and program evaluation in the Center for Service and Learning (CSL) since 2013. His current responsibilities include conducting research on service learning and civic engagement, disseminating high-quality scholarship through research briefs and publications, planning and implementing Research Academy activities, and writing grants to secure external funding (primarily for research). Previous and current research studies include service learning and deep learning, Days of Service and civic-mindedness, service scholarships, digital stories, and validation of the civic-minded graduate scale. Tom leads the CSL research team and also serves on the marketing and communications committee, Sam H. Jones Community Service Scholarship selection committee, and the Plater Civic Engagement Medallion selection committee.

Tom has a bachelor's degree in political science and a graduate degree in public administration from Old Dominion University in Norfolk, Virginia. Prior to joining CSL, Tom worked for 17 years in planning, assessment, and program development at Eastern Virginia Medical School.
